The permanent collection of the Fine Arts section contains pieces from the contributions made by the San Telmo Academy of Fine Arts, the Prado Museum and the Reina Sofía National Art Museum. Visitors will find a collection of local paintings from the 19th century, which includes works by artists like Antonio Muñoz Degrain and Enrique Jaraba and paintings by artists like Sorolla and Salas. It also owns two of Picasso's first works: Estudio de viejos and El viejo de la manta.
